The sleepy southern Louisiana town of Arbier (pop.: 3000) serves as the setting for a mob-style looting spree which is planned to coincide with the onrush of a hurricane, Felicia. Alas, the drippy characters include a pill-popping TV weatherman, an unemployed fish sorter, and assorted frustrated housewives, and most of the tempestuous action is taking place at the Sea-Ray Motel. ""The only thing to do with a hurricane is hide from it""--that's good advice for manmade disasters too.
