He condemns the failure of American processes, he pictures the plight and problems of the people as well as the government, he tells of travel and personal investigation, he analyzes the Chefoo decision, the pact at Yalta, their effect on China's national and international status. His reportorial sense makes his information graphic, his feelings are strong about our impotent course, and the book as a result is a strong warning.
