A well written, detailed account of the problem of Germany with all its ramifications spelled. out. Not many general readers will be anxious for so much detail, and the book is perhaps overly footnoted, but it is far from dull. The author believes the West should move towards a ""disengagement"" with Russia in Europe and that Germany should eventually emerge militarily neutral. One of the best ways to stimulate pressure within Eastern Europe for Russian troop withdrawal would be for the West German movement to accept the new German borders in the East as final, the author believes. The Berlin problem he thinks will ""wax and wane"" periodically and cannot be solved until Germany is reunited. There is a wealth of detail about German politics and an intimate examination of the new German leaders- Adenauer, Strauss, Brandt and many others, as well as of the Christian Democratic, Socialist, Free Democratic and other political parties. For the most part the author has found the Germans to be apathetic politically.
