First written for submission to Congress, this has scarcely been amplified for book presentation and is a concrete and direct statement of the four or five points which make up his thesis. He forecasts the possibility of a third World War, who and what would be involved, the cost entailed; he maintains- as his chief contention- that disarmament is the crux of the problem of world order- and that disarmament depends on the basic revision of the United Nations Charter; he argues for a general East-West settlement; and he throws this up to the people of the United States and to Congress... The rather formal presentation here, reduced to the essentials of the argument, mitigates against its appeal to a general public.
