Sub-titled The Citizen Handbook for Action -- this is definitely a reference tool, and an exceedingly valuable one, a necessity for public libraries and certain kinds of organizations, useful for club libraries, where programs are planned, first aid to anyone seeking information on relief and service organizations, peace organizations, and so on. Through charting the roads -- indicating the signposts -- analyzing the aids, this is actually a how-to book, a book to encourage action rather than talk. There's discussion of a typical program, for instance; there are suggestions as to bureaus supplying lecturers (free service or paid). There are lists, with addresses, of functioning organizations, arranged to aid in understanding their functions. This is not an opinion book- but a handbook for practical use. In part it may date; possibly provision is being made for keeping it up to the minute with new editions as needed.
