Little Toot hasn't grown up a bit or learned a thing from his ocean voyage or his previous adventures. Here he is so enchanted by San Francisco's sailboats, ferries and crab boats that he tries to ""be"" each one in turn--then sadly considers himself a ""nothing"" when he fails. Once more however he proves his worth, tugging a big freighter loaded with band instruments to shore, and in the end ""Bands played. Sailboats sailed. Ferryboats ferried. Crab boats crabbed. And Little Toot tugged. They all did what each did best."" (Sic.) And Gramatky kept puffing along on the same old track.
