Not a book for the casually interested reader, this symposium deals with specific social and political aspects of the problem which have never before been treated so extensively or exclusively in economic terms. Most of the articles included were prepared for a graduate seminar on national economic policy; the contributors are practitioners as well as theorists with experience in government bureaus, universities or research institutes. Agreement among them, on almost any level, scarcely exists yet each contributes something toward the beginnings of a public dialogue on this complicated question. There is a great deal of useful detail and thoughtful opinion.
