The summarily-dismissed killing of a news agency correspondent on a small Caribbean island opens up a job for beachcombing Stark who identifies the death as murder. Proceeding on his own, he follows up clues left in cablese, searches for a mysterious assailant with scarred wrists, and links the murder with Axis operators who have been refuelling enemy subs sailing under a Spanish flag. Svelte blend of action and atmosphere for a good yarn.
