WILL DOLLARS SAVE THE WORLD?

A newspaperman of many years' experience (N.Y. Herald-Tribune, Times- now with Newsweek), this is a one-man, minority protest against the Marshall plan. Hazlitt, within a hundred pages, makes succinct and short shrift of the arguments in favor of helping Europe; the U.S., which supplies only 12% of the world's food cannot therefore feed the world; the European need for help has been greatly exaggerated; if Europe is helped, that help will not be directed towards the most urgent needs; policies should begin at home -- preaching must be practised; loans and gifts will not forestall either chaos or communism; whatever lending is done should be done by private hands. His more positive proposals argue that all controls here must be removed, our tariffs lowered, the Germans and Japanese allowed to restore their own economies, and further appeasement of Russia discontinued. Implementing these arguments with others of a more factually economic nature, this emerges as a 1947 isolationist credo, admittedly, and (we hope) unlikely to carry much weight-though it will meet approval in certain quarters.
