PREPARE FOR PEACE

Wriston demonstrates, through comparative and parallel historical examples, that there is nothing new under the sun -- all this has happened before, in various forms, there have been the equivalent of today's problems in past wars, past peaces. He warns against shelving democratic processes, against drift in eventual policies, but urges us rather to accentuate democratic policies and aims and to define means. His central thesis, however, is the importance of intelligent preparation for peace, through the establishment of a commission linked with the State Department, through perhaps, a Foreign Service College, along the lines of the Naval War College. At times his point of view seems almost reactionary; then again he comes out for ultimate conception of a federation made effective through less government, not more government, through acceptance of international interdependence in economic life, as in arts, sciences etc.
