The sub-title might lead one to expect more concentration on present day internal conflict than the text warrants (or perhaps that is wishful thinking). But at least, in this presentation of the historical development from the time of Frederick the Great to the assumption of authority by the state, there is valuable source material for the student of military history and military philosophies. In the shift from predominance of military leadership to political leadership lies the germ of possible unrest. The author acted as advisory expert to the German High Command, but in 1936 began to have trouble with the Nazi regime and left the country, so he speaks from intimate first hand knowledge, and thoroughly scholarly background.
