Second in Carmody's series (Obernewtyn, 1999; first published in Australia in 1987) set in a post-nuclear world ruled by the stern, repressive Council; this entry dates from 1990. Mutant Elspeth Gordie and her fellow Misfits have taken over the mountain fastness Obernewtyn and are trying to build a society of people with psychic powers who have been forced into exile by the Council's cruel edicts. As well as rescuing a fellow-Misfit in a distant land, Elspeth must fend off the Council's Herders, ponder how to dispose of terrible Oldtime weapons, and pursue a romantic interest. Competently wrought but earnest and familiar: Put this one, along with its predecessor, on the YA shelf.
