Mr. Tannehill heads the Division of Reports and Forecasts of the U.S. Weather Bureau and knows how to tell other people about his work with the assurance of a prediction for summer heat. In the sky- that ""invisible ocean of air above us"", in the stratosphere and with all the phenomena produced therein for one reason or another, he is in his ""elements"", and takes us with him effortlessly. No cloudiness here.
