Paced at a trot and winding up at a gallop, the story of the headless corpses, the Mayor and his determination to prevent his daughter marrying a radio announcer, the murder of the Mayor, mismanagement of civic funds, liquor illegalities, all serve to keep special investigator Sammy Abbott of Santa Monica on the jump. He quick thinks to a satisfactory solution. Fun.
