The Founding Fathers based our democracy on individual liberty and collective control. The author shows how these forces struggled to establish and maintain themselves, against antagonistic elements before the Constitution was accepted. Down through our history the struggle has continued; the Industrial Revolution and collectivity have carried the struggle still further. He shows the why of failure of the League of Nations, the blindness of isolationism, and pleads for some sort of world union in the future to bring a lasting peace. Somehow, as a plan for the future it does not catch the imagination in these days, but as a constructive factor in better understanding of the past, it serves a real purpose and is exceedingly well done.
