Cullen is intent on promoting battle controversy, arguing bluntly that General McClellan ""was a failure as a field commander in the peninsula campaign,"" that McClellan and McClellan alone (not Lincoln, not interference from Washington, as has hitherto been held) was responsible for the botched effort to capture Richmond early in the war and possibly foreshorten the conflict by years.
