The scary witch, we learn straight off, is only Bonny in her Halloween costume, trick-or-treating in her apartment building--which has everything that's fun except another girl her age. She collects treats from a few adult tenants, exchanges ""you can't scare me's"" in the elevator with a Monster, a Ghost, and a Skeleton (presumably all boys), and then rings apartment 4C--where, the postman tells her, another little girl has moved in. Sure enough, another witch answers the door, and, improbably, the two witches scare each other. Then they go off hand in hand, ""the scariest witches in Wellington Towers!"" But the story isn't scary, just dead.
