A professor, and constitutional lawyer, presents here a study of government and politics in this scientific, scholarly appraisal of Brazil, the key state of South America, and the authoritarian (rather than Fascist or Totalitarian) regime which Varges introduced. Disposing of the old constitution, proclaiming himself president for a second term, dismissing Congress, he then drafted the Estado Nuevo which he has kept in force. The new centralized government, system of justice, ideology, the obliteration of other parties, economic nationalism, control of public opinion, discussed on the basic of fine research -- closing with a sketch of the man.
