Such is the text for Prof. Colegrave's persussive volume on the problem as to whether any minority group should be permitted the last word (and such is the result of the Constitution's provision for treaty ratification by the upper house 2/3 vote). He marshalls his arguments against the historical record, showing the Senate's recurrent tendency to block treaties and the resultant necessity imposed on the Executive to by-pass the Senate through the use of Executive Agreements. He studies the composition of the Senate today -- with a view to their stand on postwar policies, with depressing results. Valuable as a challenge.
