He skids around, but writes energetically just the same to give war production and efforts a shot in the arm. Of our men and machines, types of planes, guns, (with the U. S. far ahead in quality but so behind in quantity that we can only fight a defensive war at present); bottlenecks in production, shortsightedness, obsolescence, the dangerous procurement policy, and the conclusion that we're ""too late with too little"". Not unimportant, but just not grade-making material.
