THE CARTHAGINIAN PEACE

For economists, politicians and historians, this discussion of the Treaty of Versailles (which Churchill termed the ""Carthaginian peace"") in relation to Keynes' The Economic Consequence of the Peace contains some able thinking. Written by a young Frenchman who died shortly before the second World War's peace with Germany was made, Mantoux discusses Keynes' critique in view of the treaty, the men who created it- notably Wilson, and the unsuccessful attempt to carry out the reparation agreements. Keynes indicated in his thesis that these reparations could not be made, that the life of Germany would be seriously crippled if the economic demands were fulfilled, that the economic factor was more important than the political question of boundaries. The uprising of a revived and revengeful Germany was a fear of less consequence.... The book has many thoughtful indications for further analysis and has its parallel for the peace which followed World War II where once again economic rather than political issues were emphasized.
