Everything is tarred with the brush, -- finance, budget, justice, farm, home, and the growth of federal ownership, the evils of civil service are given self perpetuity through the use of the old emergency terror. He shows how propaganda, censorship, relief operations, housing all are subjected to the same bogy. And he suggests, by implication, the possibilities of reform through control of finances and power.
