At the request of General Lucius Clay, American administrator in Germany. Brown, chairman of the Johns-Manville Corporation, made this survey and report. ly printed and distributed, it received such enthusiastic endorsement, that this edition is now being issued. Business men, members of Congress and the State Depar have had access to it, and though the viewpoint is in direct contradiction to present policy, he presents cogent reasoning for his findings. He analyzes the factors preventing the economic reconstruction in Germany; he blames the cutting of Germany in the restrictive and hampering regulations affecting trade, the American de-Nazifi policy, the Russian program. He goes back to the original decision in going into it rather than Yugoslavia, thus- he feels- letting Russia go into Vienna, Budapest and and dividing Germany between two civilizations. He blames Roosevelt for foll the Morgenthau doctrine rather than that of the Joint Chief of Staff. His criticism while open to argument and controversial,- and his proposals for their correction, a sound, intelligent discussion of the problems of Germany and its relation Western Europe from the viewpoint of big business.
