This is not a war mongering book, but a challenge to our understanding of what is happening in the world today and what the responsibility of the Western Hemisphere is towards maintaining and protecting democracy in its last stronghold. He highlights this picture against a survey of the growth of imperialism in the period when the Western Hemisphere was being opened up; of the British Empire, the Dutch, the French, the Belgian, the Spanish reaching out for more and yet more. Our own ""imperialism"" is somewhat glossed over, explained away. Then the growth of democracy throughout the Latin American countries. And finally, the new spread of imperialism with Germany as its strongest proponent, a threat to civilization.
