FACT AND COMMENT

For more than 25 years Forbes' editorials have been inflaming and encouraging the corporate hearts of its readers. Their opinionated writer -- the publisher -- has collected his favorites, on topics from bread and wastebaskets to the market and the Presidency. Forbes is renowned for his informal, surly tone and engaging humor (""Through sheer ability [spelled i-n-h-e-r-i-t-a-n-c-e] I have become Editor-in-Chief. . .""). But he can also' be distressingly innocuous ("". . . it is generally a good idea to know what you are talking about, if you must talk about it""), and at other times curmudgeonly (the entire editorial entitled ""Governor Kirk"" consists of ""Jerk""). Predictably Forbes is for Nixon and against McGovern and McCarthy, and although he touches on Watergate, he seems to have taken pains to avoid it. His sardonic allusions to ""Lib girls"" rasp annoyingly, but his strong statements on ecology, campaign financing and computer data banks are refreshing. Middlebrow.
