Columbia Professor Pei proceeds more from what gives and goes in language study than from how exactly to go about it; that is, he uses a factual historical approach. He does take up the questions in the mind of any would-be language learner: who can learn, what skills or IQ are needed, what method to use, what grammar book, whether one can learn by oneself, the value of records, etc.. The languages most studied here are Spanish, French, German, Italian, Russian and Latin; Dr. Pei discusses why. He also points out the characteristics of the languages, indicates what other languages are important. A rather remote tutorial.
