After seeing the groundhog and rabbit families embark on their picnics, the cat children persuade their father to take them picnicking too. Secretly each night, Mr. Cat has been building a rowboat which he presents to his family at picnic time. Too much jumping around the boat lands the kiddies in the water and elicits stern admonishment from father.
