The wolves are--you guessed it--terrorists. They're an all-Europe force that does all sorts of awful things, like kidnapping the clandestine mistress of top British agent James Rigbey when she goes to the French Alps for a Rigbey rendezvous. They'll kill her--unless the French and British agree to stop trying to infiltrate and abort the Wolves' activities. So: ""We must mount an operation to get the girl"". . . which they do. (The girl has done pretty well herself, using sex to escape.) But the Wolves are indomitable! They're heading for England, with elaborate code-named operations for assorted sabotages--plus, they're determined to kill that girl, just for spite. Standard government-vs-terrorists action, slightly spiced with some French/English feuding and a pinch of carnality.
