The author has given years of service to the Department of Agriculture, and believes only by putting millions back to work can our capitalistic system be saved. To this end he recommends planning on a vast scale, industrial expansion on the part of the basic industries in collaboration, so that operation and payroll expansion will dovetail. His emphasis is on raised standards for the individual American rather than a super state. Industry, Labor and Government must get together, plan and discuss jointly. He analyzes the pitfalls of the N.R.A. and shows how we are now ready to approach national planning more intelligently. He recognizes the dangers of misapplication, but thinks they can be avoided. A challenge to industry.
