With the background of our doctrines, the origins and sources of our policies as evidenced in our history, with the recognition of our inability to remain a free agent, of the frauds of peace proposals and the League of Nations in the last war -- this, from reviewing the constants of certain forces, arrives at the conclusions of military world power, or permanent alliances and the implications that each course involves. Advocating the participation in an international organization, indicating the first steps for it this contributes stimulus against political ignorance and inertia.
