OUR ENVIRONMENT CAN BE SAVED

A position paper by the Governor of New York concerning the achievements and aims of his administration re natural and cultural environments. Although the publication of this tract coincident with the fall campaign (by October in the straightaway) may deter some, this is a revealing view of official action by a relatively enlightened state administration. Rockefeller reviews legislative and executive allocations and directives in the fields of pure air, water, noise abatement, land use, the arts, and there is a chapter on electric power--a sore issue in New York State at the moment. (Those who oppose an electric power plant on the Hudson will not be inclined to accept the ""impartial"" survey of potential animal and water damage--a survey financed by the utility company.) However, beyond political considerations, this does offer the environmentalist a fairly solid report on specific works undertaken by the various state agencies, and in spite of the sunny tone, a hint of the bureaucratic and industrial obstacles to the Governor's high-minded prospectus. With helpful lists of federal and state agencies, private environmentalist organizations and a bibliography. The style obviously evolved from a committee.
