The Orion line was an escape route of ""safe-houses"" during World War II but two later ""incidents""--murdered Intelligence agents-- intimate that something in connection with it is still dangerously alive. So Gareth Owen, along with the daughter of a heroic Belgian aristocrat who ran the Orion, proceed along the line now dotted with constant danger to expose its former traitor-controls. Luard (The Warm and Golden War, etc.) endows this kind of story with a rosegold romanticism but never really persuades you of its current likelihood.
