A clandestine billion dollar effort to salvage the sub--Project Neptune--is financed by ""one of the world's wealthiest men"" under the supervision of the Corporation. Got the drift? A little fiction is added--in the form of a sultry Eurasian triple agent and some KGB hanky-panky--but you'll probably prefer rereading the old newspaper accounts from which Gerson shoplifted this story.
