Who Built the Highway? was Norman Bate's first picture and story book about construction a kind of drama in building that personified the rather artistically painted machines as players. Following the pattern here, he shows the work on a caisson bridge which crosses a flooding river that has damaged an old suspension bridge. Both story and two tone pictures are in large, active detail. Fine for early grades.
