A manifesto for the ten liberated countries of Europe to form a federated Europe which will thereby ensure the minority position of Germany. Support will be sought from England and Russia, but not necessarily from the U.S. because of her unstable ""political mood"". De Lanux, a Frenchman, feels that France should be the voice of Europe. The closing chapters concern the American angle, with justified criticism of her past isolationism but an insulting disregard of her present war contribution. America it seems has no public opinion, no leadership, and is only ""premises"". The publishers have understandably avoided mention of this on the jacket.
