To document the activities of New York City's police force, Reynolds follows the career of Frank Phillips, the most decorated policeman on an undermanned force. A working cop, Phillips rose from the ranks to become a detective and a well known manhunter whose cases included Legs Diamond and Willie Sutton. Though the book highlights these big jobs, it also reveals much of the groundwork from patrolling the beat on up, that goes into the work of maintaining law and order. Lively annals.
