Benign Congressman Ben Safford (his fourth appearance) gets lots of back talk from his home state, Ohio, when a nuclear plant is to be installed there. The event results in two murders, seemingly negligible since most of the book teetertotters between native agitation and national exposure all the way to the FBI and the AEC. Still you're left with the impression that it's small stuff--local without much color.
