An ominous account of the Southwest's increasingly bitter and desperate struggle for sufficient water to support their growing populations. This informal history is enlivened by personal anecdotes of such colorful affairs as the embattled stand of the Bishop County citizens who seized by force one of the Los Angeles reservoirs in Owens Valley, the political sidelights that have shifted the legal battle for water rights and the pathetically serious problem new proposed by the rain makers as to who owns the clouds in the sky which may contain a few precious drops of water. Using the stark example of New York City's present crisis, even in a section that can scarcely be considered arid, to point up the gravity of a situation that is of extreme importance to the whole nation this account of the water shortage successfully dramatizes the need for a solution to what has become a truly national problem.
