After doing a few heroic things when terrorists attack the British Embassy on a Caribbean isle, secret agent Philis returns to London--and is promptly assigned to get the lowdown on SecAdCo: a security firm that may be secretly training terrorists. So Philis goes to take some SecAdCo courses; he also trails a SecAdCo biggie to Paris. And in Europe Philis finds an unlikely ally: a Soviet agent--who also believes that SecAdCo is in the terrorism business. Specifically, it seems that SecAdCo is now training Estonian nationalist guerrillas . . . who plan to take over the Soviet mission in London! With KGB assistance, then, Philis is soon trailing Estonians--and winding up in violent showdowns on the Channel voyage from the continent to England. A standard Philis outing--with the usual action, sex, British drollery, and uninspired zip.
