The story is very thin but basic to the nursery school/kindergarten dreams-of-glory event. Randy wanted to shake hands with the President who was parading into town to see the new Post Office. Everyone discouraged him about his chances for a handshake, but when the hat blew off the Presidential head there was Randy's dog Shags to retrieve it. Randy approached with the hat. Shags got a pat on the head and Randy got his handshake. The Presidential face is never shown. The illustrations are very open -- almost to the point of coloring book outlines -- and they don't justify the format. Its width evidently influenced the scanning line of the text which is overlong for reading comfort.
