To arouse public opinion in favor of the creation of a Sea Agency (as we now have Space), Senator Pell and his fellow Rhode Islander Goodwin have marshalled an exhaustive survey of all that is being done under the sea to make the world an easier place in which to survive. From sea medicine to food harvesting below surface, from sea mapping to ocean engineering, from studying the sea to surf riding, nothing seems to have escaped their scrutiny except an explanation of Atlantis. About that they can only conjecture. One of the more appealing innovations is Senator Pell's bill now pending to establish Sea Grant Colleges, that is, sea and shorefront set aside for study with funds to finance it. A diverting and rather interesting book, but if one comes to it in ignorance, it still does not force any urgency about the subject--that is, to scrape the barnacles off the typewriter and start a letter campaign.
