Good companion volume to the author's When Labor Organizes (a history of American labor movement), in an account of the work done by the N.L.R.B. since the passing of the Wagner Act. It is an interesting book to read in connection with The Worker, The Foreman and the Wagner Act by R. L. Greenman (page 580-December 15). While both explain and interpret the decisions of the Board, the Brooks' book is much more comprehensive, going into the history of the cases discussed, the reasons for the decisions, the philosophy back of them. The Greenman book, on the other hand, takes it from a more practical angle of application. These two books should be read by everyone concerned in the workings of the Board, to balance the adverse publicity of the press. The Brooks' book reviews criticism and discusses suggested amendment.
