It's not the highway or the car that's unsafe at any price--it's the driver and in a short book Mr. Weiers covers a great many reasons why the man at the Wheel, or the teen-ager (rather than the woman) is unfit. Often it's a question of emotional excesses or instability which find release; often it's a drinking problem (half of the fatal accidents are caused by alcohol). Whereas the driver is negative about seat belts or the right tires (a barbed wire dashboard would help), driver training programs are sketchy and state driving tests are inadequate. An unarguable arraignment and stringent admonition.
