Often it's a question of emotional excesses or instability which find release; often it's a drinking problem (half of the fatal accidents are caused by alcohol). Whereas the driver is negative about seat belts or the right tires (a barbed wire dashboard would help), driver training programs are sketchy and state driving tests are inadequate.
