Miss Russell, formerly a member of the senior staff of Brookings, now a research associate of the School of International Affairs at Columbia University, also authored A History of the United Nations Charter. Miss Russell's study is presented with the premise that times of military stalemate have traditionally given the political forces of diplomacy their opportunity.
