This should be a very useful book. I know it clarified my rather spotty knowledge of the present set-up of Soviet Russia and the changes brought about by the Constitution of 1936. There is a delightful introductory biographical note giving a picture not only of the Webbs, but of England moving into the orbit of Communism. This is perhaps one quarter the length of the whole text: half of the text deals with the Webbs' analysis of such queries about Soviet Russia as these:- In Stalin a dictator? Is the USSR a Political Democracy? What are the problems of racial equality, of the one party system, of free discussion, of control of production, distribution and exchange? What about the development of the educational plans? What is the origin, organization and development of the Communist Party? And finally, the diseases of the system -- and the cures. A wholly sympathetic approach, but, assuming that fact, objective and fair. The Webbs challenge the survival, against Stalin's opinion, of the Commintern, now outgrown and discarded, while in its place is growing a spirit of cooperation for a new world order. The final quarter of the book contains an excellent translation of the Constitution of 1930.
