TOTAL VICTORY: Preparation for a Total Peace

The author, in personal experimentation, has proved to some small extent the possibility of directing an effective propaganda campaign against German morale. This is his contribution to a blueprint for total peace., for he thinks that Total Victory can be achieved not through expanded force alone but by splitting the German people from their Nazi leaders, and preparing them for an armistice of reasonable justice guaranteed by the United States and Great Britain (his inclusion of Russia and China seems an after-thought). He analyzes the difficulties of any side winning an outright military victory, and stresses the importance of a propaganda victory as well. He may be charged with urging a negotiated peace -- but he definitely states his acceptance of the necessity of propaganda in the wake of victorious arms, not as an alternative. The book seems to date a trifle, since it was written before active U. S. participation, and the adjustments are not wholly blended.
