From the surrender in Munich on for many months, a group of thinkers and writers from several countries, and including such people as Mann, Agar, Mumford, Salvemini, Borgese, Van Wyck Brooks, MacLeish and others, discussed and corresponded and gradually formulated "" a declaration of world democracy"". In this they analyze the tragic failures of the past, the reasons behind them. They attempt to formulate a new approach to their concept of democracy's goal.
