David Conway, seventeen, and Ed Milton, eighteen, prep school senior room-mates, rescue Dave's cousin, Tom Fernando from New Cordoba, a dictator-run island southwest of Florida. Tom's father had been shot under government auspices and his own life was in danger. Salvaging the family treasure from a steel box sunk hear the Dry Tortugas brings some scuba diving into the other action provided by inimical Cordobans. The parallels to Cuba are obvious and the story is an out-and-out adventure yarn told in a somewhat self-deprecatory fashion that lends some plausibility to the tale.
