'Twas the night of the big blackout and one Manhattan apartment building was host to a murderer who strangled, then horribly mutilated, Miss Lacey, an Old recluse. Detective Knute Severson narrows the search to the other tenants in the building and from the number of neurotics he encounters, it would seem that the place called for a supervisor rather than a superintendent. Tediously typical.
