Supt. Matthews of Scotland Yard, Inspector Blackie Piers of the C.I.D., and other officers cross the Channel to collaborate with the French police in an attempt to end a traffic in narcotics and nail a group of offenders known as the Grand Gang. In so doing, they set in motion a large scale vendetta, but manage to clean out and clean up the underworld of both the West End and Marseilles....
